Shinjuku Metropolitan Government Building (新宿東京都庁, shinjuku tokyo tocho ) is a recurring location in 7th Dragon 2020 and 7th Dragon 2020-II.
As a dungeon under Warcry's influence, it was called the Shinjuku Reversed Government Building (新宿逆サ都庁, shinjuku sakasa tocho ).

Chapter 0 (2020)[]
The Tokyo Government has recently been getting several reports about animals turning into monsters and wreaking havoc around the capital. A specialized monster extermination organization called Murakumo was given authorization to address the matter. The local administration also fulfilled Chairperson Natsume Hikasa's request for the monsters to be herded and contained inside the Metropolitan Goverment Building in the process.
The reason for this is because the extermination mission will coincide with Murakumo's 75th Induction Exam, the organization having gathered several individuals with S-Class potential prior. These newcomers were to be supervised and evaluated by Unit 10 operatives Gatou and Nagare.
Though none of the examinees backed out, the results were mixed at best, with but a handful of groups showing promise. One trio in particular even accompanied Unit 10 in fighting a large monster.
Midway through the exam, Murakumo navigators detected an unusually voluminous swarm of monsters rapidly approaching the site. These particular creatures were winged reptillian predators mercilessly attacking any human they come across. As a result, almost all the passers and the rest of the examinees were wiped out. One group was somehow able prevail in battle against the creatures, but were soon overwhelmed by a larger, crimson-scaled monster.
Said group was rescued by a couple of wayward youths and delivered to Natsume, who stood her ground despite the chaos caused by these creatures. All the Murakumo operatives and the three surviving examinees somehow manage to escape to an evacuation bunker owned by the organization.
Chapter 1 (2020)[]
A month after the exam, the three surviving passers were inducted to Murakumo and came to be known as Unit 13, which is reserved only for the organization's aces. Almost all of Tokyo was conquered by creatures known as Dragons, and the first necessary step to stand against them is to secure a large structure to serve as humanity's stronghold and sanctuary, none other than the Metropolitan Government Building.
The fact remains that the trio still lacks experience, so before allowing them to rendezvous with Unit 10 and the SDF for the main objective, Unit 13 was first tasked to confront 3 dragons in the building and collect spoils from their remains, known as Dz.
Upon entering the stucture once again after a month, the group becomes disoriented because the interior was upside down, a result of the Emperor Dragon Warcry's influence. Guided by NAV 3.7, Unit 13 was able to somehow make sense of the altered layout and successfully obtain 3 Dz, which was used by the Factory Division to create weapons and armor for them as well as the SDF.
Warcry was eventually slain, and the building becomes the new homebase of Murakumo and the SDF as well as an evacuation center for surviving human refugees.
Throughout the dragon-hunting campaign, Unit 13 will use Dz not only for equipment R&D, but also to create or improve facilities within the building through Miya, who was part of Murakumo's Development Unit.
Prologue (2020-II)[]
A year after winning the the war against the dragons, Murakumo HQ and a number of evacuation wards were moved from the Metropolitan Government Building to the Parliamentary Diet Building. Some Murakumo labs remained as per Emel's request. Scientists within the organization handling sensitive research samples and data would man said facilities.
Intermission (2020-II)[]
Following the True Dragon Formalhout's invasion, Murakumo's former stronghold became infested with monsters and dragons once more, trapping the scientsts inside.
Though Unit 13 successfully rescued them, the scientsts report that SECT 11 stormed into ther lab moments before and stole all data related to anti-dragon weaponry.

- In the process of preparing the party in Chapter 0 (2020), the player can get a Pistol (starting gun for the Trickster) by talking to an SDF soldier near the terminal. if missed, this can later be bought from Keima.
- The Reversed Government Building holds the distinction of being the only dungeon in the entire 2020 series that will become inaccessible after clearing.
- Post-Intermission in 2020-II, the building will be visited again much later in the game as it has a key person who will grant an ultimate skill for the Hacker, provided that said Murakumo operative is at level 65 and passes his intermediate underground I.T. exam.
